Qinsheng Bi, born in Liyang, Jiangsu, a full-time professor in Jiangsu University, is the dean of Faculty of Civil Engineering and Mechanics as well as the director of the Lab of Vibration and Noise of Jiangsu. He has received 10 projects from National Natural Science Foundation, including a key project, and published more than 170 papers cited by SCI .
